Write a ~3 page paper on the following question:

What should be done about New Orleans? (Should it be rebuilt? Should it be moved? Should it be built on stilts or under a giant bubble? And who should pay for the rebuilding -- individuals, local entrepreneurs, local government, state government, national government, volunteer agencies...?) Defend all your arguments -- for every suggested solution, explain what problems you are trying to solve, and why you think they are important, and how your solution helps solve them.
