Plenary Session Proposals from Committee A

 

1.  Create a fund among all countries to help non-annex 1 countries reduce emissions.
 
2. Countries able to prevent deforestation will receive credit. If a country does exercise deforestation, the deforesting country will have to re-seed and maintain vegetation of similar species and quantity. If this is not done, the deforesting country will be fined.
 
3. Special consideration for people emigrating from small island nations if sea levels rise dramatically.
 
4. Non-Kyoto private companies should be allowed to contract directly with Kyoto Members.

 

 

 

Committee B

 

As a committee (B) we have proposed to set up a committee with a representative from each country to become a part of controlling the Adaptability fund for the least developed countries.  This committee would have power in levying the funds towards projects in countries in a manner deemed fit.

Proposal- Brazil

Non-Annex 1

 

In an effort to preserve the Amazon rainforest and steer the Brazilian economy towards cleaner development, Brazil proposes that countries may purchase portions of the rainforest as a Flexibility Mechanism within the Kyoto Protocol. The land purchased would be transformed into a National Wildlife Refuge and protected from development. The capital exchanged for the land would go towards protecting the Refuge and developing cleaner energy alternatives.

Proposal 1

 

Consider the economic strength of some Annex 1 countries, and their ability to buy their way out of lowering emissions, we propose raising the non-compliance fine from 30% to 40%.  This will not impact those who come into compliance, yet provides better assurance that the goals of the treaty will be met.

 

Proposal 2

 

We propose setting up a committee to investigate the use of F -gases (HFCs, PFCs, and SF6) and adopt a system to eliminate or greatly diminish their use in the near future.

CHINA’S PROPOSAL 

Committee A and B From

            Emission limits for developing countries (Annex I) Countries

Participation of the United States: We are persuading Kyoto participating countries to adopt and enforce more strict policies on the importing of hazardous material. Bu redefines what is labeled as hazardous material to include materials produced by high emissions factories.

 

Because we will not be penalized for emission reduction, we plan on leaving our emission reduction standard at 6%, so that we will set an example for other countries to follow.

 

We feel that the emission standard of other countries should work towards and meet their emission reduction standards.( Factories of developing countries should be required to utilize technologies that lower green house gas emissions as long as it does not impend developmental progress. )   

 

We would like to encourage Kyoto countries set up a fund and provide for developing countries to produce co2 sinks.

And we would like to set up a program that fund and encourages the sharing of scientific information and scientist collaboration dealing with green house gas reduction.

(Farmers from developing countries will be paid to maintain, expand, and protect co2 depleting natural resources. (Such as forests, kelp beds, etc...) 

 

Russia

 

The Russian Federation proposes that whichever annex 1 countries are willing and capable provide us with technical and economic assistance in updating and adding to our nuclear power plant infastructure including waste disposal and storage.  This is an effort to improve the environmental conditions in and around Russia. 
In return we will provide said countries with a portion of our unused emissions credits.

Limitation of credit trading by Annex I countries: 

-To keep wealthy Annex I countries from buying surplus credits, and not reducing emissions. 

Incentive programs to persuade non-participating Annex I countries to participate in the protocol:

- United States, Australia, and Monaco

           

Push for more Joint Implementation and Clean Development Mechanism programs:

-Encourage countries to work together to increase technology in non Annex I countries to raise their standard of living.

- Creating a fund to help reduce emissions in non Annex I countries

- Push Annex I countries to participate in Joint Implementation programs

 

 

 

India's Proposal: Committees A and B
 
India proposes:
- That it continues to have no obligation under the Kyoto Protocol to reduce its emissions of carbon and greenhouse gases   
-  Create strategies within our country and with the help of other countries to boost the use of renewable energies
-  Focus on balancing economic growth while cutting down on carbon emissions
-  Our economy cannot afford new technology to cut down on emissions, therefore we will need substantial help from Annex 1 countries
-  Collaboration within all countries is key.  The right to emit greenhouse gases into the atmosphere should eventually be distributed on a per capita basis
-  Coordinate local government efforts for stricter enforcement and more incentives relating to reduction of air pollution
-  Support the "polluter pays" concept which imposes a charge on businesses responsible for excessive emissions
-  Support the implementation of afforestation policies worldwide 
 

 

 

Proposal for Australia  Annex 1 Country

 

1) Alternation to Kyoto Protocol facilitating fairness and including fair exceptions

    

    We purpose to implement these  programs to improve the greenhouse effect :

      1. We will  integrate coastal zone management.

      2. We will cooperate to limit and try to reduce our green house gasses to 108% or below the 1990 emission levels by the year 2012.

      3. We will reduce wastewater from agriculture and industrial use through alternative farm practices.

      4. We will through tax breaks give incentives to manufacturers and cities to adopt low emission standards and pass laws to this effect while at the same time making financial aid available to companies to develop friendly renewable resources while phasing out fossil fuel. New infrastructure codes, building codes will be implemented for environmental concerns.

      5. We will continue to work to promote global cooperation through  climate action partnership.

       We will plant more trees and try to develop sinks through new scientific study, to reduce our emissions.

Proposal- Brazil

Non-Annex 1

 

          In response to the coming global climate change and the processes involved in modernization and industrialization, Brazil proposes the following actions be taken to assure the healthy development of the Brazilian economy and industry while actively cooperating with Annex-1 countries to secure a future in which all countries are protected from climactic damages and changes.

          We propose that Annex-1 countries collectively subsidize the government of Brazil in its development of clean energy alternatives, including the development of wind power, pv-technologies, and hydroelectric resources.  The Brazilian government is requesting matching-grant style subsidies paid for by coalitions of two to three countries.

          The government of Brazil would also like to encourage Annex-1 countries to take advantage of our policy of exchanging parcels of rainforest for portions of our national and international debt. The tracks of rainforest will be annexed into a National wildlife preserves and protected from development, meaning purchases count as Flexibility Mechanisms.  We also encourage Annex-1 countries to actively pursuer Brazil as an Emissions Trading partner.

We propose that all Annex 1 countries set there baseline for PFC’s, HFC’s, and SF6 to be set at 1990 levels instead of either 1990 or 1995 levels.  This is to ensure that the least amount of these devastating gasses will be emitted into the atmosphere.
